Dipl.-Ing. Jürgen Preiss has been officer in charge at the Environmental Protection Department MA 22 – section Rural Development in Vienna since 2007, project manager of the Urban Heat Islands (UHI)- Strategy in Vienna, manager of the Vienna greening building program (façade-/roof-greening) and leader of the working group “green- and open spaces” of the ‘”EcoBuy Vienna” project.

Projections suggest that by 2030 Vienna’s population will increase from 1,8 to 2 million, resulting in growing settlements, urban densification, and the loss of open spaces. These side effects of population growth result in an increase in the temperature in cities and temperature difference between cities and the surrounding areas, a phenomenon known as the Urban Heat Island effect (UHI). To combat this, Vienna’s Environmental Department – MA 22 and external experts developed the UHI-STRAT project, which was finished in 2015, with the goal of showing planners, architects, and other relevant stakeholders what measures can be implemented and the potential benefits thereof.

Within the project, possible actions for the City of Vienna based on planning tools and instruments of the different control levels of urban planning and development have been identified. Furthermore, opportunities to raise awareness and to promote acceptance of measures that reduce urban heat effects have been specified. Some of the 37 investigated measures include lightening the surfaces of buildings, constructing parks, planting trees, greening buildings, building (drinking) water fountains, practicing rainwater management, and greening roadsides, to name a few.

The Vienna Environmental Department is strategically working on the reinforcement of façade and roof greenings in collaboration with interdisciplinary teams of experts. Therefore, a specific focus will be given on that topic showing best practice examples of green roofs and façades, with information about ongoing research on the heat transmission coefficient at green facades for example and a process model which has been developed for optimizing the microclimate effective transformation and greening of a city area in Vienna/Aspang.
